Captain Gerald F.
Corcoran, USCG (Retired),
(“Jerry”) is a graduate of the USCG Academy
and served for 29 years in the Coast Guard. During his
career he served aboard a major cutter and then was
designated a CG Aviator, accumulating over 5000 pilot
hours in both fixed and rotary wing aircraft. In addition
to operational flying, he specialized in aircraft maintenance,
logistics management, and finished his career in a key
major systems acquisition billet as the designated OMB/A-109
Program Manager for all four USCG acquisition programs,
HU-25A, HH-65A, C130, and HH-60J.
Jerry holds a Master of Science Degree
in Industrial Administration with High Honors from the
Krannert Graduate School at Purdue University. He is
experienced in all aspects of International and Domestic
Marketing and in Proposal/Presentation and Business
Plan Development and Production, including advanced
graphics.
His continual interaction within the DHS/ICE/USCG
organizations, provide the Firm with important links
to DHS Headquarters, field unit personnel, and facilities.

Kristin Quann Corcoran |
Captain Kristin
Quann Corcoran recently rejoined the firm after being on active duty with the U.S. Coast Guard since 9/11. Throughout her career, evaluators have cited Kristin’s ability to bring together disparate groups, to identify and utilize the skills that each person brings to the project, and to win the willing support of the members of the team and of her senior oversight managers. Kristin’s expertise is in Contingency Planning and Organizational Communications, particularly in the development, analysis, selection and deployment of corporate communications methodologies.
During her most recent assignment, her projects were centered on re-shaping the Coast Guard’s mission set to increase emphasis on Border and Ports, Waterways, and Coastal Security while meeting performance goals of the Coast Guard’s (CG) traditional missions (Search and Rescue, Maritime Mobility, and Maritime Safety).
Most significantly during this timeframe, Kristin served as the Chief of Staff of Homeland Security Task Force Southeast (HSTF-SE). This multi-agency task force was created by the Department of Homeland Security (DHS) in 2003 to develop OPLAN VIGILANT SENTRY (OVS), the comprehensive plan for a unified response to a mass migration event from the Caribbean. As DHS’ first integrated operations plan, the development of OVS presented extraordinary challenges requiring extensive coordination among 22 DHS agencies and offices as well as with the U.S. Departments of Defense, State, and Justice, the State of Florida, and several local agencies. Kristin devised the groundwork and course of action for compiling OVS, which included facilitating and assimilating the contributions of more than 100 subject matter experts on the writing team. After the original version was approved in 2004, she pushed DHS’ further development of protected internet collaboration technologies to ensure access to this plan to all involved partner agencies. Kristin shepherded the continuing refinement process to OVS that incorporated lessons learned from multi-agency responses during the record breaking hurricane seasons of 2004 & 2005 and other incidents. Change One to OVS was approved on August 26, 2007. Kristin left her Coast Guard assignment having played a critical role in the institutionalization both of HSTF-SE as a multiagency task force and OVS as the integrated federal plan to conduct operations to prevent and respond to a maritime mass migration.
Kristin remains a Captain (O-6) in the CG Reserve. Since 1980, her CG experience includes assignments at CG HQ in Washington, DC, Marine Safety Offices in Portland, Oregon, Charleston, South Carolina, and other southern U.S. ports, working in the field of Maritime Safety and Security. By virtue of her knowledge of the region and her Spanish language skills, she has extensive experience in USCG law enforcement operations while serving in U.S. Embassies as the CG Liaison Officer in Panama and the Dominican Republic, and on USCG staffs in Puerto Rico and Miami. She is a designated CG Quality Performance Consultant and Facilitator. Kristin’s other work experience includes serving as Atlanta’s Catholic Social Services, Inc. Community Relations Coordinator, and on Corcoran Associates’ domestic and international projects.
Kristin graduated from the University of Notre Dame with a BA in Government & International Studies with a concentration in Latin American Studies in 1979. She earned a Masters in Business Administration MBA from Emory University in 1991.
Kelly A. Isley
Holds an MBA from Arizona State University, and a BS
in Business with an emphasis on law and engineering
from Oklahoma State University. She is a seasoned program
and marketing professional with 18 years of experience
in the Aerospace, Aviation and Advertising industries.
Kelly is a member of the American Marketing Association, International Association of
Business Communicators, NBAA, Society of Professional Journalist, Women In Aviation, and
a licensed pilot.
During her career she has managed asset
risk for program development, created reseller/manufacturing
partnerships, designed marketing programs, built strategic
plans, and managed Operations teams for Fortune 100
Aerospace companies. Her demonstrated
turnaround capabilities for critical commercial programs
have focused on customers throughout Europe and North
America.
Merger and Acquisition experience includes
leadership roles in the following: Fortune 100 purchase
and integration of a $375 million dollar competing Original
Equipment Manufacturer (OEM); Consolidation of 6 mid
size companies into 1 corporate Strategic Business Unit
(SBU); and a private purchase of an Airline that included
full transfer of ownership. Kelly has also been recognized
and assisted with the creation of a Corporate Case Study
published
by Thunderbird University, The American Graduate School
of International Business.
